    New Texting Policy Complicates Black Voter Outreach

    Advocacy and voting rights groups, Democratic political committees, the Congressional Black Caucus and, to a lesser extent, Republican campaigns are voicing concern over a new text messaging policy adopted by mobile carriers.

    Known as 10DLC, the policy requires organizations engaged in “high volume” text messaging to register as part of a Campaign Registry or face higher fees and slower delivery rates.

    Advocates say the new policy will disproportionately harm Black voters and voters of color.

    “Many people do not know there is information they are missing until it’s too late. And given the disproportionate way Black and other voters of color are impacted…voting rights groups need to be able to contact voters quickly so that their voices and votes can be counted.”
